D. in Civil Engineering, Colorado State University Present Position: Professor Emeritus of Civil Engineering, San Diego State University Experiences and Professional Recognitions: Dr. Chang is a member of many professional and honorary societies, including the following: Chi Epsilon Fraternity (Civil Engineering Honorary), Tau Beta Pi Society (Engineering Honorary) Phi Kappa Phi (Scholarship), American Society of Civil Engineers Professional Civil Engineer, California and Arizona, American Academy of Water Resources Engineers Sedimentation Committee of the American Society of Civil Engineers, 1977‑1981 Chairman of the Civil Engineering Department, San Diego State University, 1976‑1979 National Research Council, National Academy of Sciences, 1984‑1987 Associate Editor, Journal of Hydraulic Engineering, ASCE, 1985‑1987 Conference Chair, 1990 National Conference on Hydraulic Engineering, ASCE, San Diego, CA Publications Dr. Chang is the author of over 100 technical papers, several computer models for river hydraulics and sedimentation, and the book Fluvial Processes in River Engineering published by John Wiley & Sons in 1988. His papers are published in the Journal of Hydraulic Engineering ASCE, Journal of Hydrology, Journal of Waterway Port Coastal and Ocean Engineering ASCE, Journal of Irrigation and Drainage Engineering ASCE, Journal of Fluid Mechanics, Journal of Hydrology, etc. Professional Activities Among the professional activities, he has taught short courses on river and sedimentation engineering, hydrology for flood control, and the use of the HEC-2 and FLUVIAL programs in the U.S. and abroad. He has developed the HHC-1 program for the modified rational method in hydrology. He has made extensive use of HEC-1, HEC-2, HEC-RAS, TR20 and other programs in hydraulics and hydrology. He has also severed as a consultant for consulting firms, local, state and federal governmental agencies and United Nations. He has served as an expert witness on several legal cases. Other experiences are given as follows: Honors and Recognitions Over 30 Outstanding Faculty and Teaching Awards at San Diego State University, 1967-2007. Best Paper Award, for the paper “Operation Rule to Maintain Long-Term Sediment Balance in Reservoirs”, at the Hydro Power of 95 Conference, San Francisco, May, 1995. Outstanding Civil Engineering Project Award of Merit, on the hydraulic design of Flood Control Stabilization Structure, awarded by the San Diego Section of ASCE, June 1995. Contribution/Service to NCKU/Alumni Association and Community Life Member of NCKUAASC for 41 years; Attended world wide NCKU 2008 ocean cruise from Los Angles hosted by NCKUAASC. 民國二十八年，我出生在戰亂時期的大陸，十歲時隨父母到了台灣，小學六年住了許多不同的地方，唸了九所不同的學校。進了高雄中學，才算是安定地唸了六年的中學，並得以保送而進了成大土木系。在成大四年功課繁重，當時需要完成170學分才能畢業。离開了成大，服了兵役，來到美國，以三年半的時間完成學業以後，就到聖地亞哥卅立大學開始了教學與科研的工作，惚惚地做了四十年，才於2007年退修。美國的學士學位只需要130 學分左右，遠比當年成大的要求為低，但很多美國的大學生都有工作，他們的大學生活也很緊張忙碌。
當年的成大土木系有幾位非常好的教授，同學們至今仍怀念林柏堅教授，左利時教授，成功大學給了我們很好的工程基礎。我們那幾屆的同學，有的在台灣，有的回到僑居地，但以出國者為多。至今我們已到退修年齡，同學們的事業均很順利成功，不負母校的裁培。我個人感到非常幸運，因為我對工作熱愛，任教四十年，我一直興趣不減，而在科研與資訊工作上，我至今沒有停頓。
五年以前，我應中興大學陳樹群教授邀請，在全省水利會議上作主題講話，並得以至台大、中興、逢甲大學作演講與參觀，然後再南下至成大演講，並得以與水利系同學師長相聚，參觀母校，見到成大快速進步，令人欣慰。
成功大學的畢業生最受台灣企業界歡迎重用，願全体校友百尺桿頭更進一步，為自己成功而努力，也為成功大學爭取更大的光榮。
