• Professor Chang was conferred a Ph. D. in 1987. He joined the department of Electrical and Computer Engineering at Tufts University as a faculty member in 1987 and became the first tenured member in Computer Engineering Program in 1993
• He has been serving as the Program Director of Computer Engineering since then. He visited National Chiao-Tung University during the academic year of 1994-1995.
• Professor Chang received numerous research/education grants from National Science Foundation (NSF), other government agencies and industries.
• In 2002, he collaborated with colleagues from MIT, Boston University, Northeastern University, and Syracuse University on a “Grid Computing” project, $600.000.00 funded by NSF.
• He has published many papers and graduated 3 Ph. D students and about 100 master students. He belongs to three National Honor Societies: Eta Kappa Nu, National Honor Society in Electrical Engineering; Tau Beta Pi, National Honor Society in Engineering; and Epsilon Delta Pi, National Honor Society in Computer Science.
• Professor Chang has reviewed many articles and books for renowned journals, conferences and publishers. He consulted several companies in the area.

• Class head of Engineering Science Class of 1977 at NCKU, 1975-1976.
• led the class to visit many leading research, educational and industrial institutions during the summer of 1976. After returning from the trip, the team wrote a paper to the National Science Council. The paper won a scholarship for the class.
• Organized many reunions of the Engineering Science class of 1977.
• Member, volunteer, and President-elect of NCKU Alumni Association, New England.
• Member of the President Chao Nee Memorial Scholarship Committee.
  Advisor of ROC Taiwan Youth Club at Greater Boston area since 1999.
• Member of the Overseas Chinese Affairs Commission.
  Life member of Monte Jade Science and Technology Association, New England.
• Director of MJNE since 1999 and served as her Vice Chairman in 2001 and Chairman in 2002. Met President Chen Shu-Ben in 2002.
• Life member and a Director of the Board, New England Association of Chinese Professionals (NEACP) from 2001 to present and was her Vice President and treasurer from 1998 to 2000. Met President Lee Teng-Hui in 1999.

人生不如意事，十常八九；小時候，我們想離家，不可得，長大了，我們想回家，又不可得；畢業時，師長鼓勵到大城市唸初中，父母沒答應，雖以狀元進入家鄉苑裡初中，父母倍感光榮，但我仍以未離家而耿耿於懷；初中在武俠、言情、偵探小說中，愉快地玩了兩年半，在父母鼓勵下順利考上台中一中，開始這輩子的流浪生活。

中一中三年，多采多姿，連續三年當選模範生，第一志願考上我從小夢寐以求，父母委屈求全的成功大學建築系；三更半夜，民族路夜市，沙卡利吧，清晨，勝利路，大魯麵，光復校區，返宿舍疲憊身軀，班代找人充數上物理課，系館吳老，賀老，陳老，小胸圍的新鮮女生，男生，研究生等等，談天，說地，設計，音響，舞會，二樓圖書館，展覽室，乒乓廝殺，返鄉列車；三年級轉工程科學系，主修機械，被選為班代，帶領暑假學術訪問團，趙健民老師指導，訪問工研院，清華，交大，台大等二十幾家學術機構和工廠，訪問後研究報告由盧永全執筆，榮獲最佳報告獎，並得一筆獎金，三十幾位團員，在榕園餐廳慶功謝師，大三住家教家，大四在安南區一家鞋公司任品管課長，自給自足有餘；四年畢業，修了將近一百七十個學分。

步兵學校受訓，吆洞八師（駐地阿扁故鄉）步排，仍是流浪在外，竹北飛利浦上班，離家四十哩，可以每星期回家“孝敬“父母和祖母，好景不常，兩年後，漂洋過海，電腦碩士，結婚，兒子，兒子，電機博士，教授，女兒，兒子，遠遊的孩子，只能和父母遙遙地分享喜悅；唯一能做的，每年攜家帶眷回台省親。

一生流浪在外，愧對父母，父母的養育之恩，終身難忘，再生難還，不想九八；幸運地，一路貴人扶持，常思一二，謹向小學恩師孫凝禧老師，周燦堂老師，張根老師，張煌仁老師，初中羅文杰，莊春梅老師，蔡素惠老師，高中賴瑞雄老師（國文），王爾昌老師（美術），張勤老師 ( 地理 ) ，母校朱越生導師，陳文良老師（電路），傅勝利老師（電子），夏漢民老師（熱傳），琦足陳進興董事長，飛利浦林榮基，林文安， Professor Faulkner, Professor Das Gupta ，林志光，波士頓的好友楊義煌，蔡坤喜，涂一誠，洪榮聰，學長柯乃南，丁長生，周中平，李汝屏，王本仁，等等，該感謝的師長，朋友，無數，未列於此，仍謹記於心，更要感謝太太陳志芬，帶大了四個健康聰明可愛的孩子。
